Corporate Planning

The Corporate Planning Department is one of the four (4) new Departments that came on stream in the wake of a new organogram approved for the Industrial Training Fund, by the Federal Government in December, 2012. The Department however was the last to take off amongst the newly created departments, with the complement of staff deployed to the department vide memo No. ITF/S/HQ/ADM/XX of 22nd April, 2013. It is noteworthy to mention, that prior to the Industrial Training Fund erstwhile structure that came in place at the inception of this management in 2006, there existed a Corporate Affairs Department whose activities and functions, were subsumed by the then Administration and Human Resource Department in the case of Career, Field Services Department, in matters of Area Offices and Training Centres, the defunct CRIT in respect of the Library, as well as the then Public Relations and Publicity Unit regarding External Relations and Exhibition. . 

It is equally instructive to note that Corporate Planning Department remains strategic for goal attainment of Ministries and Extra Ministerial Departments such as the Industrial Training Fund. While many Ministries and Government Agencies have Corporate Planning as Departments in their structures, the name varies from Organization to Organization. For example, the Department is known as Corporate Planning and Information Department at the Nigerian Communications Commission (NCC), Corporate Governance Department at the Federal Inland Revenue Services (FIRS) and Corporate Planning and Strategy Department at the National Emergency Management Agency (NEMA), amongst others.


Basically, the role of the Corporate Planning Department in the Industrial Training Fund, is to service the entire organization in matters of Work Output, Goals and objectives attainment, and the general leveraging of the Agency’s Key Performance Indicators (KPIs).

In this regard, and in order to achieve the foregoing, the following functions have been provided for the Department:

  • Develop strategic planning for Industrial Training Fund as may be directed by the Governing Council;
  • Develop and maintain data bank on all activities of the Fund;
  • Monitor and evaluate the Fund’s project implementation;
  • Monitor and evaluate all Fund’s programmes;
  • Prepare short, medium and long term plans for the Fund;
  • Monitor the implementation of the corporate work plan;
  • Set performance target for all departments and units of the Fund;
  • Monitor and evaluate all activities and Performance Assessment Review Meeting;
  • Prepare Policy Papers for the Chief Executive Office;
  • Analyze and interpret data for the use of the Fund’s Management;
  • Co-ordinate bilateral and collaborative engagements with National and International Organizations.

    The department is structured into two (2) divisions, namely:

  • Corporate Planning Division, and,
  • Project Monitoring and Evaluation Division.


    This Division is responsible for the drawing up and monitoring of implementable policies and programs formulated by the Supervising Ministry or the Governing Council as the case may be, which in turn are to be implemented by the Fund’s Management Committee.


    Since the ITF structure vests on other Departments the responsibility of putting together the process of implementing or procuring assets, projects and programmes, it will be inappropriate for such Departments to at the same time, monitor and evaluate such assets, projects and programmes. This Division therefore, has the task of monitoring and evaluating the progress of such assets, projects and programmes, for the overall attainment of the Fund’s goals and objectives.
