Revenue Inspectorate & Compliance

The Revenue, Inspectorate and Compliance Department is one of the newly created Departments which took off in October, 2012. It consists of three Divisions namely;
  • Inspectorate and Compliance Division
  • Reimbursement Division
  • Revenue Division

  • The creation of Revenue, Inspectorate and Compliance Department is meant to improve the revenue base of the Fund which will enable it carry out its numerous developmental projects, particularly that of establishing Skills Training Centres across the States of the Federation for Skilled Manpower Training of the nation.

    SOURCES OF REVENUE:-
    1. Internally Generated Revenue
    (a) Statutory Training Contribution of 1% of Annual Payroll from Employers of Labour.
    (b) Course Fees.
    (c) Other Income.

    2. Others
    (a) SIWES Funds
    Funds provided by the Federal Government specifically for Students Industrial Work Experience Scheme(SIWES). However, funds are channeled through the Ministry of Industry, Trade and Investment.
    (b) CAPITAL: SPECIAL FUND
    An amount granted by Federal Government through the Ministry of Industry, Trade and Investment to support Capital Projects.

    UTILIZATION OF INTERNALLY GENERATED REVENUE:
    a. Refund of (50%) to employers of Labour as Training Reimbursement in line with the provision of the Act
    b. Payment of staff emolument and others running cost.
    c. Provision of Direct Training for Skills Training and Acquisition
    d. Build and equip new and existing Training Centres nation-wide.

    UTILIZATION OF OTHER FUNDS: SIWES
    a. Payment of allowances to students of Tertiary Institutions who participate in the Industrial Work Experience Scheme.
    b. Payment of Supervisory Allowances to all participating Institutions.
    c. Payment of other related overheads except staff emoluments.

    UTILIZATION OF OTHER FUNDS: SPECIAL CAPITAL FUNDS:
    a. Support for specific projects – equipping of Industrial Skills Training Centres.

    FUNCTIONS OF THE DEPARTMENT

    The following are functions of the Department:-

  • Plan, coordinate and supervise Revenue generation activities of the Fund.
  • Manage all matters related to liability to contribute to the Fund.
  • Advice Management and Governing Council on Revenue generation matters.
  • Liaise with the Finance and Accounts Department to ensure that remittances are inline with the Act
  • Supervise and maintain records of Revenue Generation activities.
  • Review and analyze strategies for Revenue Generation
  • Maintain records of registered contributing employers
  • Monitor records of all remittances and payments made by contributors to the Fund
  • Process approved reimbursement of training claims
  • Prepare periodic reports on the activities of the Department

  • INSPECTORATE AND COMPLIANCE DIVISION FUNCTIONS

  • Liaise with MDA’s including the Budget Office for the observance of the provision of the Act on Training Contribution.
  • Verify all books of contributors to the Fund to ensure that appropriate remittance is made.
  • Keep all records of Revenue Consultants
  • Validate claims from Consultants on revenue generation.
  • Liaise with the Nigeria Custom Services, Nigeria Immigration Services to monitor Exporters, Importers and Expatriate Quota applicants in compliance with the Act.
  • Mointor Government Contractors to ensure compliance with the Act
  • Identify and keep records of defaulters for prosecution.
  • Ensure that Training Contributions are paid within the time prescribed by the Fund’s enabling Act.
  • Prepare periodic Reports on the activities of the Division.
  • FUNCTIONS OF REVENUE DIVISION

  • Plan, Coordinate and Supervise revenue generation activities of the Fund.
  • Manage all matters related to liability to contribute to the Fund.
  • Issue demand notices to Contributors to the Fund.
  • Ensure that all Revenue due to the Fund is fully paid.
  • Liaise with the Finance and Accounts Department to ensure that remittances are in line with the Act.
  • Provide assistance to Area Offices on revenue generation as the need arises.
  • Monitor Field Officers Revenue Generation Performance.
  • Supervise and maintain records of Revenue Generation activities.
  • Review and analyse strategies for Revenue Generation.
  • Coordinate Revenue Generation activities.
  • Maintain records of registered contributing employers.
  • Compile register of eligible contributors to the Fund.
  • Prepare periodic reports on the activities of the Division.
  • FUNCTIONS OF REIMBURSEMENT DIVISION

  • Ensuring appropriate funding is made to the Reimbursement Account as at when due.
  • Evaluation of Employers Reimbursement Claims before payment.
  • Raising of Payment Vouchers,
  • Preparation of Bank E-Payment Schedules
  • Posting of Transaction into the Cash Book.
  • Submission of Bank E-Payment schedules to the Bank.
  • Preparation of Payment Notices for the Area Offices.
  • Preparation of Schedule of Reimbursement Claims paid.
  • Raising of Journal Vouchers
  • Preparation of Bank Reconciliation Statement.
  • Liaise with Audit and Feild Services Dept.on issues of Employers Reimbursement.
  • Ensuring preparation of monthly and quarterly report for management.
  • COLLABORATION WITH OTHER AGENCIES

    The Department identify the need to collaborate with some agencies and organizations for the purpose of capturing all liable employers into the ‘net’ of the Fund. This strategy led to discussions at various levels with the following institutions:-
  • Bureau of Public Procurement (BPP)
  • Federal Inland Revenue Service (FIRS)
  • Interswitch Limited on Pay-Direct Financial Solutions
  • Corporate Affairs Commission (CAC)
  • Nigeria Customs Service
