Admin & Human Resource Department

FUNCTIONS OF ADMIN & HUMAN RESOURCE DEPARTMENT

1. Initiate and execute Policies as may be directed by the Director-General.
2. Advise the Director-General, Departments, Units, Area Offices and Training Centres on administrative and Human Resource Management matters.
3. Maintain effective Discipline in the Fund in line with extant Rules and Regulations.
4. Provide facilities and incentives to adequately motivate and develop staff.
5. Ensure harmonious working relationships for effective performance.
6. Liaise with relevant Agencies on Policy matters.
7. Ensure acquisition, maintenance and safeguard of Fund’s assets.
8. Ensure effective execution of Fund’s projects in conjunction with relevant arms of the Fund.
9. Manage Fund’s Pension Scheme in line with the PENCOM Act.
10.Facilitate the generation of data on the Department’s activities to feed the Management Information System.
11.Prepare periodic report on activities of the Department.
12.Perform any other function as may be assigned by the Director-General.

The Department has Five (5) Divisons viz:
1. Appointment,Promotion and Discipline Division.
2. Industrial Relations, Staff Welfare and Career Development Division.
3. Pension Administration and Insurance Division.
4. General Services Division.
5. Estate Management Division.

Appointment,Promotion and Discipline Division

1. Advise Management on Manpower Requirements of the Fund.
2. Facilitate Staff Recruitment and Placement.
3. Process Promotion, Upgrading and Conversion of eligible staff.
4. Maintain effective Discipline in the Fund in line with extant Rules and Regulations.
5. Interpret Government and Council Policies and Regulations on Human Resource Management.
6. Manage Staff Records and the Registries.
7. Prepare periodic report on activities of the Division.

Industrial Relations, Staff Welfare and Career Development Division.

1. Administer Staff Long Service Award and Incentive Schemes.
2. Manage the ITF Staff Loans Scheme.
3. Maintain and Update Staff Career Profile.
4. Facilitate the Induction and training of newly recruited staff.
5. Administer Fund’s Career Policy.
6. Manage Staff Development programmes.
7. Ensure Cordial Industrial Relations in the Fund.
8. Prepare periodic report on the activities of the Division.

Pension Administration and Insurance Division.

1. Manage Health Services for staff in line with National Health Insurance Scheme (NHIS) Regulations.
2. Administer Fund’s Pension Scheme in line with PENCOM Regulations.
3. Process Staff Retirement Benefits and ensure prompt payment.
4. Administer Staff, SIWES and Asset Schemes Insurance.
5. Maintain proper record of the activities in the Division.
6. Prepare periodic report on the activities of the Division

General Services Division.

1. Assist in the formulation, execution and review of Administrative policies in the Fund.
2. Plan and Coordinate Administrative activities in the Fund.
3. Advise Management on Administrative matters.
4. Ensure adequate security of Fund’s Assets.
5. Manage Stores in conjunction with relevant arms of the Fund.
6. Manage and maintain Fund’s Vehicles and other logistic services.
7. Manage and Maintain Fund’s Office and Residential accommodation to Staff.
8. Coordinate and Supervise the activities of External Service Providers (e.g. Security, Gardeners, Cleaners).
9. Maintain proper record of the activities in the Division.
10.Prepare periodic report on the activities in the Division.

Estate Management Division

1. Facilitate Project Design and Preparation of Building Drawings and Site Layout.
2. Prepare Bills of Quantities for Project development and Renovation works.
3. Monitor and Evaluate progress of Fund’s Building Projects and Construction Works.
4. Coordinate the Fund’s Public Private Partnership (PPP) activities in conjunction with other arms of the Fund.
5. Supervise and Coordinate activities of Project Contractors and Consultants.
6. Carry out Maintenance and Repair works on all Fund’s Estates and Offices.
7. Maintain proper record of activities of the Division.
8. Prepare periodic report on the activities of the Division.
